Direitos Sociais Atravessados pela Realidade Contemporânea: Desafios à Política Social Pública

Resumo: O presente artigo aborda os direitos sociais e a política social no contexto do neoliberalismo, com ênfase para a especificidade latino-americana. Ancorando-se em uma revisão bibliográfica, foi possível evidenciar as características que a agenda neoliberal imprime à utilização do excedente econômico apropriado pelo Estado, o qual orienta-se principalmente à reprodução da acumulação capitalista, em detrimento ao financiamento de políticas sociais públicas que de fato possam garantir direitos sociais. Nesse quadro, os rumos da política social se orientam para a focalização e o investimento residual o que a enfraquece enquanto política pública, ao passo em que há uma transferência de recursos para organizações da sociedade civil com vistas ao atendimento de demandas sociais da população. Diante dessa conjuntura, é imperativo o resgate do ethos solidário da política social, demanda que deve estar no centro da disputa política de classes.

Abstract: This article addresses social rights and social policy in the context of neoliberalism, with an emphasis on Latin American specificities. Based on a bibliographical review, it was possible to highlight the characteristics that the neoliberal agenda imposes on the use of the economic surplus appropriated by the State, which is mainly oriented towards the reproduction of capitalist accumulation, to the detriment of financing public social policies that in fact can guarantee social rights. In this context, the direction of social policy is oriented towards focusing and residual investment, which weakens it as a public policy, while there is a transfer of resources to civil society organizations with a view to meeting the social demands of the population. Given this situation, it is imperative to rescue the solidarity ethos of social policy, a demand that must be at the center of the political class dispute.
